EU Survey on Digital Fundraising and Advertising Regulation. Input urgently needed.

Charities Institute Ireland is urging charities to take part in an important EU-wide survey examining the impact of recent regulatory changes on digital fundraising and advertising.

The survey, led by the European Fundraising Association, focuses on the EU Transparency and Targeting of Political Advertising regulation (TTPA). While digital platforms remain a critical channel for fundraising, donor acquisition and public engagement, there is growing uncertainty about how these new rules are being interpreted and applied in practice, particularly for civil society and fundraising organisations.

Why this matters now

The TTPA regulation has introduced new compliance obligations for platforms and advertisers across the EU. However, there is currently limited evidence on how these changes are affecting fundraising organisations on the ground.

This survey aims to build that evidence base. It does not assume negative impacts, but seeks to understand real operational experience across Europe, including:

• Whether organisations have observed changes in their digital advertising activity since the regulation came into force
• How platforms are applying rules relating to political or issue-based advertising
• Whether these developments are creating barriers or unintended consequences for fundraising activity

The findings will be aggregated and used at the EU level to support structured dialogue with EU institutions and digital platforms. The goal is to ensure that charitable fundraising is not unintentionally restricted and that future policy adjustments are informed by real data from organisations like yours.

How Charities can contribute

Charities are strongly encouraged to complete the short online survey, which takes approximately 10 to 12 minutes.

One response per organisation is sufficient, and it should ideally be completed by someone with direct knowledge of digital advertising and fundraising. Responses will be analysed at both the national and European levels. Individual organisations will not be identified.

The submission deadline is the end of February 2026.

Broad participation from Irish charities is critical. Without strong input from the sector, EU-level advocacy risks being shaped without an accurate picture of how regulation is affecting fundraising in practice.

By participating, charities can help ensure that the voices and experiences of Irish fundraising organisations are reflected in future discussions with policymakers and platforms.
