Gambling Licence for Charitable and Philanthropic Purposes: What Non-Profits Need to Know

The Gambling Regulatory Authority of Ireland will allow eligible organisations to run specific gambling-related activities to raise funds for good causes.

Under the Gambling Regulation Act 2024, the Authority may issue a gambling licence for a charitable or philanthropic purpose which authorises the licensee to provide a relevant gambling activity for a charitable or philanthropic purpose.

The relevant gambling activities permitted are

  • A relevant game, as prescribed under gaming regulations.
  • Pool betting for an event, or a series of events.
  • A relevant lottery.

It’s important to note that some lotteries for charitable or philanthropic purposes may not require a gambling licence. Non-profits are encouraged to check the Exemptions for details.

This new licence is not expected to be open for applications in 2025. In the meantime, charities should continue to apply for licences through the current permit system.
