Job location: Concern Worldwide's Dublin Office in Camden Street. Hybrid working

Pay Band: 2 (€28,114 - €33,074)

Contract: 12 month Fixed Term contract       

Job Purpose: To work with Concern's HQ Monitoring and Evaluation (M&E) team to administer Concern's Digital Data Gathering (DDG) system which uses mobile devices to collect survey data on Concerns overseas programmes and generate reports on this data.

Key Responsibilities:

Building Digital Data Gathering (DDG) tools

  • Build digital versions of standard indicators and data collection tools that will be used across all Concern programmes
  • Respond to requests for country specific tools on the DDG Survey Request system, in collaboration with the PALU M&E officer
  • Provide technical input into design of new tools providing innovative IT solutions to M&E challenges.
  • Quality control on all digital M&E tools to ensure accuracy, reliability and accessibility

Data Analysis and Data Management

  • Quality control of outputted data to ensure accuracy, reliability and accessibility
  • Visualisation of data through the creation of Zoho dashboards

Communication

  • Communicate technological solutions to M&E problems clearly to non-technical people, including Concern's staff in field location
  • Communicate with field teams on issues related to survey administration and use of data collection tools
  • Liaise with Concern's HQ's IT team on M&E related IT issues
  • Liaise with IForm Builder as appropriate
  • Update Concern's Programme Quality (PQ) Guide with all standard indicators, tools and related guidance
  • Contribute to quarterly updates and induction sessions on issues related to Concern's DDG system as required

Flexibility is essential in this role to undertake any other tasks as directed by line manager

Skills and Experience Required:

Essential:

  • Strong interest in the application of Information and Communication Technology in emergencies and international development
  • Bachelor's degree in IT, data analytics, science, geography or development
  • Experience in JavaScript, or other coding language
  • Solution focused, supportive and highly flexible to changing needs and priorities
  • Thoroughness and attention to detail
  • Strong team player with a proven ability to work effectively with and contribute to multidisciplinary teams in a flexible and supportive manner
  • Excellent communication and presentation skills, both written and verbal, including proven ability of communicating technical issues to non-technical people
  • High level of critical thinking and proven high quality analytical skills and problem solving abilities.
  • Dynamic, willing to take initiatives and look for external help if necessary to complete assigned task
  • Empathy with Concern's Vision, Mission, Goals and Objectives

Desirable:

  • Experience in data analytics and data analysis software (eg SPSS or R or SAS)
  • Experience in SQL
  • Experience with IForm Builder and Zoho Reports
  • French language skills
  • Previous experience in M&E of humanitarian and development programmes and strong understanding of M&E principles and processes, including results-based management, quantitative and qualitative tools and methodologies, reporting etc.
  • Strong understanding of research methodologies and the nature of evidence.
