We are seeking a Chief Operating Officer to join TOSÚ at a significant point in our development and to help shape the next phase of the organisation’s growth. This is a senior leadership role and an exciting opportunity to influence how a respected, mission-driven organisation evolves its structure, strengthens operational delivery, and builds the internal capacity needed for long-term impact.
The successful candidate will work closely with the CEO to provide strategic and operational leadership across TOSÚ, acting as the key bridge between senior leadership and service delivery. The COO will work closely with the Heads of Service, supporting them to deliver agreed operational priorities, strengthen consistency and accountability, and resolve cross-organisational issues. The role is designed to strengthen organisational accountability, improve cross-functional planning, and ensure that the organisation’s strategy is translated into clear priorities, coordinated implementation and effective organisation-wide management.
This role will suit a senior leader who combines strategic judgement with strong operational instincts. The successful candidate will be comfortable leading change, improving systems and structures, and bringing clarity to complex environments. They will also bring a collaborative leadership style, with the ability to build trust across teams and functions while maintaining a strong focus on performance, quality and organisational priorities.


A key priority for the successful candidate will be to implement the organisational development plan, embedding improved structures, systems, reporting arrangements and cross-functional ways of working, while also strengthening the organisation’s finance operations HR & ICT functions.

TOSÚ is a national organisation working with people who are involved in or affected by the criminal justice system. The Role

As Chief Operating Officer, you will lead the day-to-day operational management of the organisation and play a central role in embedding greater consistency, accountability and alignment across teams and functions. You will support the CEO in delivering the organisation’s strategic priorities, while also ensuring that internal systems, reporting, planning and organisational structures are fit for purpose and capable of supporting future growth.

You will work across operational management, organisational systems and service delivery support, HR, finance and internal operations, helping to ensure that TOSÚ is structured in a way that enables strong decision-making, effective collaboration and a high standard of delivery across the organisation.

Key Responsibilities

Strategic Leadership

  • Support the CEO in translating organisational strategy into clear operational priorities and plans.
  • Act as the principal deputy to the CEO on operational and organisational matters, as required.
  • Contribute to strong, coherent leadership across the organisation.

Operational Leadership and Service Oversight

  • Provide organisation-wide leadership across services, support functions and internal systems.
  • Support consistent, high-quality delivery through clear oversight, coordination and follow-through.
  • Strengthen accountability, clarity of roles and effective decision-making across teams.

Department and Cross Departmental Leadership

  • Work closely with Finance, HR and ICT leads to ensure strong alignment between service delivery and organisational supports.
  • Help strengthen organisational capacity in areas such as workforce planning, financial oversight, systems and management information.
  • Support effective collaboration and alignment across functions and teams.

Performance and Risk Management

  • Lead planning, reporting and implementation processes to support delivery of agreed priorities.
  • Strengthen performance management, progress reporting and organisational risk oversight.
  • Ensure there is clear follow-through on actions, priorities and organisational commitments.

Governance

  • Support strong governance follow-through across the organisation.
  • Review and strengthen internal systems, processes and reporting arrangements to support effective decision-making and accountability.
  • Help ensure organisational structures and ways of working are fit for purpose and capable of supporting future growth.


Change Management and Organisational Development

  • Lead the implementation of the organisational development plan and support the wider change agenda.
  • Support the introduction of clearer structures, delegated responsibilities and improved ways of working.
  • Identify capability gaps, systems issues and structural barriers, and help drive practical solutions.

The Ideal Candidate

The successful candidate will be an experienced senior leader with a strong track record in operational management, organisational development and change leadership. They will bring credibility, sound judgement and the ability to operate effectively across both strategic and day-to-day issues.

They are likely to have:

  • Relevant third level qualification in management, business, finance, organisational leadership or a related discipline.
  • Accountancy qualification, and significant financial management expertise at senior level.
  • Strong operational leadership and decision-making capability.
  • Ability to operate effectively across strategic and operational issues, with sound judgement and organisational awareness.
  • Strong people management, delegation and accountability skills.
  • Significant experience working with budgets, financial oversight, performance data, compliance frameworks and organisational risk.
  • Strong understanding of financial, operational and strategic leadership in a relevant sector environment.
  • Excellent communication and stakeholder management skills.
  • Strong systems thinking, including the ability to identify how digital systems, processes, structures and ways of working interact across the organisation.
  • Ability to identify inefficiencies and implement improved ways of working in a practical, proportionate and collaborative manner.
  • Ability to lead the implementation of organisational development plan and support wider change initiatives effectively.
  • Good understanding of digital systems, ICT planning and the role of technology in organisational efficiency and service support.
  • Undertake any other duties as may reasonably be assigned by the relevant line manager, consistent with the nature, seniority and grade of the role.
  • Experience in a regulated or publicly funded environment, and familiarity with governance in a charity context, is essential.
