Job Title:                        HRIS Lead

Reports to:                      Head of HR Operations

Terms:                              Specified Purpose Contract (to at least end 2027), 50% Hybrid

Location:                         Dublin 2, Ireland

Salary:                              €70,088 to €77,875

Requirements: Supporting programme country teams to prepare and implement systems will require travel (where programme country office resources need to be supplemented). It is estimated that up to six, two week visits annually will be required for the duration of the projects.

Role Purpose:  

The HRIS Lead will have responsibility for the day to day management of the Global Human Resource Information System project, ensuring that both the design and the implementation of the Global Human Resource Information System (HRIS) are fit for purpose across Concern's programme country offices and support offices.

Working in conjunction with steering and oversight committees and project teams, the HRIS Lead will be responsible for defining and refining project scopes, managing timelines and budgets, co-ordinating resources, mitigating risks, overseeing project implementation and managing effective communications and collaboration with stakeholders to ensure successful project delivery and improved HR effectiveness.

 

Responsibilities:

  • Oversee and manage the implementation of the Global HRIS, ensuring it is completed on time, within budget and to specification
  • Identify potential risks and develop mitigation strategies
  • Proactively manage scope and all issues that arise and adopt a problem-solving approach at all times
  • Manage the change aspects of the HRIS project, working closely with key stakeholders in Concern's head office, support offices and the countries where we work to ensure a smooth transition and adoption of the new system
  • Provide leadership to, and development of, 2 direct reports (IT Project Manager, HRIS Project Implementation Technical Specialist) through effective direction, delegation, coaching and performance management thereby ensuring system implementation and transition plans are executed according to and meet all project requirements
  • Track project progress and provide regular status updates and performance reports to key stakeholders
  • Work closely with the chosen HRIS vendor(s) / implementation partner(s) to translate Concern's needs and required procedures into a coherent set of system specifications that support the global HR needs of the organisation (programme countries and head office/support offices)
  • Develop test scripts based on internal procedures and system requirements
  • Identify subject matter experts for system and user acceptance testing and organise and participate in system and user acceptance testing to ensure that the system operates as required
  • Develop training materials for both HR/'back office' users and end users/employees
  • Identify and help develop a network of HRIS project champions across head office, support and programme offices who can be trained first and then train others, and who can serve as initial points of contact for support
  • Identify and support core users who will transition data from the existing legacy HR/manual systems to the new system, ensuring that data is correct and formatted appropriately before transition
  • Keep the People Director and the Project Director up to date on all aspects of the project throughout the project lifecycle
  • Communicate, in close collaboration with the People Director and the Project Director, the project status at scheduled oversight and steering group meetings and serve as a central source of project information.
  • Coordinate and/or deliver any new global projects that may be assigned by HR Management
  • All managers are responsible for upholding and promoting Concern's values, demonstrating leadership on workplace equality, diversity and inclusion, and role modelling a positive safeguarding ethos
  • All managers are required to actively participate in any emergency response as and when required

 

 

Role Holder Requirements

  • Strong commitment to the mission and values of Concern
  • Post graduate qualification in a related discipline or equivalent years of professional experience
  • Significant proven and demonstrable experience of working in the humanitarian sector in the area of Human Resources management
  • Demonstrable experience in the development and implementation of global HRIS
  • Demonstrable experience in the area of salary benchmarking and development and management of pay structures
