Procurement Manager

Permanent Contract – 35 hours per week

 (Blanchardstown/Raheny)

This is an exciting opportunity to join a dynamic, innovative team. The purpose of this role is to Lead, manage and develop St. Francis Hospice Dublin's (SFHD) procurement function.

The procurement manager will be responsible for ensuring the effective management of the end-to-end Source-to-Pay process for all works, goods, and services essential to the daily operations of the Hospice.

Essential Requirements:

  • A minimum of NFQ Level 8 qualification (Degree or Higher Diploma) in Procurement, Business, or Finance or working towards this qualification
  • At least four year of relevant professional procurement experience
  • Demonstrated expertise in Procurement, Supply Chain Management, and Stock Management, with a focus on achieving value for money and cost efficiency.
  • Experience managing tender processes via the eTenders platform (https://www.etenders.gov.ie/)
  • Experience in creating and delivering training materials for both finance and non-finance staff.
  • A successful track record in managing high-value infrastructure tender competitions through to contract award.
  • Proven ability to develop tender briefs and technical specifications, conduct tender evaluations and negotiations.
  • Proficiency in contract drafting, interpretation, and administration, including oversight of contract deliverables.
  • Excellent IT skills to include, Word, Excel and PowerPoint, outlook, video conferencing tools e.g. Zoom/Teams 
  • In-depth knowledge and hands-on experience in public sector procurement in Ireland, particularly within the healthcare sector.
  • Strong understanding of EU Procurement Directives and national procurement legislation.
  • Solid understanding of accounting principles, financial management, Budget formation and internal purchasing processes.
  •  Full driving licence
  • Candidates must demonstrate evidence of continuing professional development.
